Mouse settings are important in Counter-Strike and FPS in general. If you are using a crappy ball mouse, save some money or earn some and then buy yourself a gaming mouse. Even buying a new mouse will not solve all your mouse problems. If you are having trouble with your mouse like it skips or turns off all of a sudden when playing CS you need to fix it. You are just wasting time if you don't. The solution to solve most mouse problems is to just go to the manufacturer's site and download the latest drivers and firmware. Remember to remove old drivers completely before installing drivers.
Spyware and adware also messes up your mouse settings. Some really nasty malware and trojans actually move your mouse to do things! I did not believe this neither until I saw it first hand. You need to have a good anti virus and anti adware installed on your gaming machine if you surf regulary with it as well as play games on it. Run the anti adware software weekly and keep it up to date. The one I use and like is Adaware which is free to download and use. Also if you are getting Pop Ups when playing CS, do yourself a favor and get this immediately. You can get it here for free:
A good move is to clear your cookies and caches (tools->options-> delete cookies) before playing games too. This helps.
Mouse settings in Counter-Strike can be adjusted using the command - sensitivity x where x is from 1 to 10. I like to adjust this number until the movement of my crosshair in Counter-Strike matches the movement of my pointer on my desktop. Also remember that there is a zoomed sensitivity for sniper weapons like the AWP and scout. The command is zoom_sensitivity_ratio. The default is 1. Adjust this the same way as the sensitivity command. I have mine set on 1.2 to make it match my desktop pointer movement.
Crosshair size is important in CS. It can be adjusted easily. You can adjust the color and size of the crosshair. The command is cl_crosshairscale. It takes numbers and the commands - auto, small, medium, large. The larger the number the smaller the crosshair. There is no magic or optimum crosshair scale you should use in CS. This is all up to you and how your shooting style. In general, if you like bursting small amounts of bullers (1-2) at a time, a small crosshair is preferred. And if you like shooting 3-6 bullets then a large crosshair is better. The bullets remain in or on the crosshairs when bursting this many bullets. I have mine set on 600 at a screen resolution of 1280x1024 right now. Here is a Counter-Strike tip that many players may not know of. The command is cl_dynammiccrosshair. By default it is set on 1 which will make the crosshair grow larger or smaller when moving or crouching. Setting this to zero makes it easier for you to have your eyes referencing the same point on the crosshair when you are moving or stationary. The color of your crosshair can be changed in console or in the settings. I like my crosshair to be green or yellow depending on what map it is. Strive to have a good contrast between the map settings and your crosshair color. If the map is very dark, use yellow. If the map is bright and yellowish - use Green. Simple. You can also download zoomed crosshairs that people have customized.
A training technique that you can try is to actually mark the middle of your crosshair and use it as the reference to aim at people's head or chest in CS. Use your favorite burst fire technique. I suggest going to a deathmatch and burst fire exactly like how you want to with the gun you want to master. After a while you can see where your bullets land relative to where your first shot was on your target. Then you can set your crosshair size to encompass the bullets in your burst fire style. So, knowing that you can be more confident in your shots and accuracy - you know your bullets hit your target.
