Choke Problems...

Maybe someone can help me out... I've been having serious choke spikes in the WOP server as well as other servers. I have tried adjusting my rates and all but it just dosent seem to help much. I'll Take any suggestions.
MY specs:
Pentium D 3Ghz
1 Gig ram
Nvidia GeForce 6800 256mb

rate 25000
cl_cmdrate 101
cl_updaterate 101
cl_cmdbackup 2

cmd and update rates are too high i think

mine are at 33 and 60
