Ahh, bugger, I remember that from early on in getting CS:S.
It was so long ago I can't remember Exactly how I fixed it.
I'd advise the general Graphics troubleshooting; put everything on as LOW quality as you can get it, update your drivers, and test with multiple other Recent games.
If needs be, reinstall CounterStrike.
I just got that, one second smooth another glitchy as Hell, I gixed it by updating my drivers, well i was supposed to do that frist but just couldn't wait.

By "Drivers" i'm referring to specifically your Graphics drivers. DirectX is not a Driver so much as it is an additional Common ground for programs wanting to use graphics. I'd imagine it's a lot like the Java Virtual Machine, but far more specialized.
In any case, you update your drivers by going to your Vid-Card's website and downloading the latest "Drivers."
