how to i put a map that i downloaded from the web into my cs folder to play it.

extract the map contents to your counterstrike maps folder.

C:\...Steam\SteamApps\your@email.com\counter-strike source\cstrike\maps

[ThePig]

maps may also have other files in it like .nav, sounds, and skyboxes so extract all of that into proper folders
