whats the best flatscreen monitor for cs in the $100-$300 range..that want tear and i can get good fps w/?

Viewsonic has a 2ms monitor that might be just a bit above your price range, but its the best you can get. Unless of course you would not mind having a crt, because that would be a completely different story. You can get a pretty good flat screen crt with a high refresh rate for pretty cheap.
